Hilarie è nata a Loudoun County, in Verginia, ed ha sviluppato sin da subito la sua passione per la recitazione. Successivamente si trasferisce a New York dove partecipa come VJ a TRL, un programma di MTV, dove è messa a contatto con molte star musicali.
Burton ottiene il suo primo show nel 2002 dove presenta MTV's Hits e continua a lavorare per MTV con TRL e MTV's Hits e, nel frattempo, partecipando a One Tree Hill.
Recentemente ha partecipato un film che uscirà nel 2007 intitolato "The list".
